The Assumption

Most mid-market and enterprise companies carry a version of the same assumption going into insurance renewal: if we passed our SOC 2 audit, we’re in good shape for coverage.

For traditional cyber risk, this was approximately true. SOC 2 Type II demonstrates that an organization has operational controls in place for security, availability, processing integrity, confidentiality, and privacy. Carriers designing cyber policies could look at a SOC 2 report and extract meaningful signal about the risk they were pricing.

For AI agents, this assumption breaks down. SOC 2 was not designed to assess autonomous decision-making systems. It does not evaluate what an AI agent is authorized to do, how its decisions are governed, or what happens when it makes a mistake. A company can be fully SOC 2 Type II compliant and still have an AI agent that represents a significant uninsured liability — because the compliance evidence doesn’t address the exposure carriers are actually trying to price.

Security controls and insurance readiness are related but distinct. Understanding where they diverge is the first step toward closing the gap.

What Security Controls Cover

Security frameworks protect specific threat surfaces. They are designed to address human attackers, system failures, and process breakdowns — not autonomous AI systems making flawed decisions. The mapping is instructive.

The pattern is consistent: security controls protect the infrastructure. They do not evaluate the behavior of autonomous systems running on that infrastructure.

This is not a criticism of security frameworks — they are doing exactly what they were designed to do. The problem is the assumption that infrastructure security translates into AI behavior governance, and that AI behavior governance is what carriers are now asking about.

What Insurance Readiness Requires

Carriers underwriting AI exposure are asking a different set of questions. The shift is from “is your environment secure?” to “what are your AI systems doing, and how are you governing it?”

AI inventory with risk classifications. Carriers want to know what AI tools and agents are deployed, what they are authorized to do, and how each deployment is classified by risk level. An inventory that lists tool names without describing their function and autonomy level is not useful for underwriting. The AI risk classification framework provides the four-tier classification structure carriers expect: internal information processing (Tier 1) through autonomous business execution (Tier 4).

Carrier-specific exclusion mapping. A security team reviewing SOC 2 controls is not thinking about whether an AI workflow falls within the ISO CG 40 47 definition of “generative artificial intelligence.” Insurance readiness requires explicitly mapping your AI deployments against the exclusion language in your existing policies — identifying which workflows are clearly covered, which are clearly excluded, and which exist in interpretive ambiguity.

Governance framework aligned to carrier expectations. Security governance (access review cycles, change management, incident response) is a foundation, but it does not answer the questions specific to AI: who approved this agent’s authority scope? What is the escalation process when the agent encounters a situation outside its authorization? How are agent decision logs reviewed? What is the process for modifying agent behavior when problems are identified?

Regulatory compliance evidence. The EU AI Act’s high-risk AI system requirements took effect for covered deployments in August 2026. U.S. state-level AI regulations are proliferating. Carriers are increasingly asking for evidence that AI deployments meet applicable regulatory requirements — not just security standards.

Financial exposure quantification. Security risk assessments typically measure risk in terms of data records, downtime costs, or breach notification expenses. Insurance readiness for AI requires a different financial analysis: if this agent makes an error at scale, what is the potential loss? For an autonomous pricing agent or a transaction-execution agent, that number may be very large and may not be bounded by typical cyber policy assumptions.

Where They Overlap

The overlap is real and matters.

Both security controls and insurance readiness require an asset inventory. A security program needs to know what systems are running. An AI risk assessment needs to know what AI tools are deployed. These are two aspects of the same underlying process — and organizations that have strong security asset management practices are well-positioned to extend them into AI inventory.

Both require access control documentation. Security programs document who can access what. AI insurance readiness requires documenting what AI agents can access and what actions they can take. The framework is the same; the subjects are different.

Both value monitoring and logging. Security programs use monitoring for threat detection. Insurance readiness values monitoring as evidence of governance — proof that the organization has visibility into what its AI systems are doing. A mature SIEM infrastructure can be extended to capture AI decision logs and agent action records.

Both require incident response procedures. Security incident response is a SOC 2 requirement. AI insurance readiness requires that incident response procedures specifically address AI failure modes: who is responsible when an agent causes a loss, what is the containment procedure, and how are affected parties notified.

The security program creates the organizational infrastructure. Insurance readiness is a layer of AI-specific content built on top of it.

The Documentation Bridge

The gap between security documentation and insurance readiness documentation is not a matter of starting over. It is a matter of extension — adding AI-specific dimensions to existing artifacts.

Risk tier classification. Your security risk register likely includes systems classified by sensitivity and criticality. Extend it to include AI risk tier classifications (Tier 1 through 4) for every AI deployment, based on decision autonomy and external exposure surface.

Carrier-specific language mapping. Security documentation uses standard frameworks (NIST, ISO 27001, CIS Controls). Insurance readiness requires translating that documentation into language that maps to specific carrier exclusion definitions. A security policy that says “all AI tools are subject to security review” needs to be supplemented with documentation that explicitly addresses the “generative artificial intelligence” definition in CG 40 47 and how each deployment relates to that definition.

Financial exposure analysis. Security documentation quantifies breach risk in terms of records and notification costs. Supplement it with an AI-specific financial exposure analysis: for each high-autonomy AI workflow, what is the maximum potential loss if the agent makes a systematic error? This number is what carriers use to set sublimits and price endorsements.

Governance documentation for underwriters. Internal security governance documents are written for auditors and security teams. Insurance readiness requires a version written for underwriters — clear, concise, organized around the risk dimensions carriers care about. This is often a matter of repackaging existing documentation rather than creating new content.

The bridge is documentation translation, not documentation creation. Organizations with mature security programs have most of the underlying content. The work is mapping it to carrier-facing formats and extending it to cover AI-specific dimensions.
